Summary This position is a Management Analyst for a complex, highly affiliated, Veterans Affairs Medical Center.

The Management Analyst serves as a member of a team that provides information and analytical support for the VA Pittsburgh Healthcare System (VAPHS).

The Management Analyst collects, interprets and analyzes data to design reports.

This position also designs and maintains the facility information/document sharing platform.

Responsibilities Major Duties The incumbent will gradually assume all the duties and responsibilities of those described in the full performance position description for the GS-0343-12.

GS 11 Level
– As this position is an advanced developmental position, the incumbent performs the following duties/responsibilities with some assistants and guidance from higher graded Management Analyst and/or the Executive Assistant.

Collaborates with senior level managers and program managers to design, develop and provide information, analytic studies, dashboards and reports.

Retrieves and displays data from various VA databases such as the VSSC, Pyramid Analytics, the CDW and Vista.

Serves as a content resource in data systems, management information, and tools and technology for delivery of information.

Responsible for the design, development, analysis and presentation of data to audiences at all levels both within the organization and externally.

Plans, Develops and conducts formal trainings.

GS 12 Level
– Full Performance Level Works independently and responds to requests for information and support from all levels of the organization.

Collaborates with senior level managers and program managers to design, develop and provide information, analytic studies, dashboards and scorecards.

Uses problem solving to identify issues and determine the accuracy and relevance of data.

The incumbent is responsible for the design, development, analysis and presentation of data to audiences at all levels both within the organization and externally.

Recommends data sources and methods for retrieving the appropriate data to support the program objective.

Proactively works with program managers to identify needs and develop information products to meet those needs.

Participates as a member of key committees and workgroups at both the facility and VISN levels.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday 8:00 a.m.

to 4:30 p.m.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS 11 position you must have served 52 weeks at the GS 09.

For a GS 12 position you must have served 52 weeks at the GS 11.

The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Must be able to demonstrate that you were fully successful on your last Performance Review and provide that review with your application packet.

You may qualify based on your experience and/or education as described below: Specialized Experience GS 11: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of techniques and systems for retrieving data from individual records and Medical Center, Regional and VA System-Wide databases Applying qualitative and quantitative analytical and evaluation techniques to resolve issues or problems Developing graphic charts and workload monitors to reflect trends Participation on committees, task forces and process improvement teams Skill identifying and retrieving data from various VHA data sources Applying qualitative and quantitative analytical and evaluation techniques to resolve issues or problems.

Knowledge of Microsoft Structured Query Language (SQL) and Reporting Services.

Experience developing and maintaining SharePoint Online sites Advanced skills in Microsoft Excel OR Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts must be submitted Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of techniques and systems for retrieving data from individual records and Medical Center, Regional and VA System-Wide databases Applying qualitative and quantitative analytical and evaluation techniques to resolve issues or problems Developing graphic charts and workload monitors to reflect trends Participation on committees, task forces and process improvement teams Assignments are planned and carried out independently, coordinating the work with others as necessary.

Demonstrated experience in analysis, design, development and testing, maintenance, general use and support of software applications including, but not limited to; Microsoft Structured Query Language (SQL) Server, SQL Server Reporting Services, SharePoint Online.

Maintains knowledge of VA databases including utilization, enrollment, DSS, quality and productivity data.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.
