Senior Compliance Manager – Fair Lending Office (Remote)

Lead compliance risk management activities throughout the enterprise for their assigned area of responsibility.  The Senior Compliance Manager of the Fair Lending Office will help develop, implement, and execute strategy of the workflow and performance of personnel to ensure processes are completed in an accurate and timely manner.

Primary Responsibilities:

  • Identify, measure, and escalate compliance risk issues to the Compliance Director and/or the Lines of Business (LOBs) as necessary.
  • Assist in oversight of state, federal, domestic and possibly international regulator relationships and examinations including the Federal Reserve, OCC, SEC, DOL, FINRA, CFPB, State of New York, and/or the State of Delaware, as applicable.
  • Implement and execute on strategic priorities for the group, potentially impacting the enterprise, assist to implement the priorities, and ensure ongoing compliance across the enterprise.
  • Develop, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis.
  • Manage and maintain enterprise-wide policies, standards, and procedures designed to achieve compliance with applicable laws, rules, and regulations
  • Evaluate and advise on new/revised products and services from a compliance risk perspective for assigned areas
  • Maintain internal control standards, including timely support for implementation of internal and external audits, examinations, investigations, or supervisory events
  • Work with the Compliance Director to engage other Risk Departments, Internal Audit, Legal and/or Regulatory Affairs regarding interrelated risk issues impacting operational, credit, strategic, reputation, market, liquidity, interest rate and capital risks
  • Assist in the development of enterprise-wide policies, standards, and procedures designed to achieve compliance with applicable laws, rules, and regulations
  • Interacts with State and Federal Regulatory Agencies, numerous risk and executive management, lines of business, and support organizations such as Internal Audit and Legal on an ongoing and regular basis to ensure the enterprise is operating within the Board-mandated compliance risk tolerance.

Specific to Posting:

The Senior Compliance Manager, Fair Lending Office reports to the Compliance Director, Consumer Protection Office within M&T Bank’s Compliance Risk Management Department and is responsible for maintaining an effective fair lending program to ensure that the Bank remains compliant with fair lending laws, regulations, and guidance.  This position will oversee a team of fair lending statisticians and analysts to manage fair lending compliance efforts across various consumer and commercial lines of business.  This position requires both subject matter expertise and working knowledge of applicable federal and state laws, regulations, rules, and guidance related to fair lending/fair banking, as well as working knowledge of lending products, services, and business operations. 

Successful candidates will be able to effectively build cross-functional relationships throughout the organization and collaborate across many lines of business as well as Legal, Risk, Internal Audit and Compliance partners to anticipate, manage, escalate, and remediate potential fair lending risks. The Senior Compliance Manager, Fair Lending Office will also serve as an advisor to senior and business line  management on fair lending risks to ensure balanced risk decision-making and alignment with the Bank’s Compliance Risk Management Program and Responsible Banking Program expectations.

Specific Responsibilities:

  • Responsible for the implementation, maintenance, and oversight of the fair lending program, including identification and management of fair lending risks.
  • Lead, direct and support a high performing fair lending team; oversee professional development of staff to support departmental succession planning.
  • Serve as an advisor and subject matter expert in applicable federal and state laws, regulations, rules and guidance related to fair lending/fair banking, including Equal Credit Opportunity Act/Regulation B, Fair Housing Act, and UDAP/UDAAP, as well as working knowledge of emerging industry trends and practices related to fair lending/fair banking practices.
  • Oversee/conduct fair lending risk assessments and development/maintenance of robust fair lending risk reporting, including key risk indicators.
  • Oversee team’s performance of periodic fair lending monitoring, reviews and testing to identify potential fair lending risks.
  • Effectively communicate the results, conclusions, and recommendations of fair lending risk reviews, monitoring and testing to senior and business line management.
  • Provide fair lending expertise and consultation for business line model reviews, third-party vendor reviews and customer targeting criteria.
  • Provide effective challenge and guidance on fair lending/fair banking compliance risks for line of business initiatives and ongoing activities.
  • Escalate fair lending compliance risks and issues, and collaborate with compliance, risk, legal and line of business partners to implement appropriate and effective action plans to remediate identified risks.
  • Develop and maintain written policies and procedures and ongoing training materials related to fair lending.
  • Monitor regulatory and industry updates, best practices and emerging risks and advise line of business partners to develop appropriate monitoring, controls and risk management activities in response to regulatory change.
  • Assist in the coordination of audit and state and federal regulatory exams, including the preparation of written responses, verbal discussions, and follow-up on issues and observations related to fair lending and other matters under scope of responsibility.
  • Present to various levels of committees and working groups across the Bank.

Supervisory/ Managerial Responsibilities:

Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations

Experience and Education Required:

Bachelor’s Degree in related field.

10  years’ experience in compliance, legal, audit, risk or other relevant function,

OR in lieu of degree,

A combined minimum of 14 years higher education and/or work experience, including 10 years compliance, legal, audit, risk or other relevant function

Minimum of 5 years managerial or supervisory experience
